Stating the Objectives and Constraints

In the second step, the problem or need is converted into a set of measurable objectives that, when met, presumably will solve the problem. Statements of public policy objectives are likely to be vague and conflicting,51 so they must be translated into goals that are specific enough to be measurable, ordinarily in quantitative terms. Some possible objectives are these:

Reducing traffic fatalities by 10 percent

Reducing the average response time of a fire company by 10 percent

Increasing the reading comprehension level of students finishing elementary school by 20 percent

Reducing the number of complaints of missed garbage collection by 30 percent
